Resolves a timezone from a coordinate using an ETS table of timezone shapes, populated from the DETS cache at startup.

Use TzWorld.Backend.SpatialIndex instead.
This backend loads its ETS table from the DETS cache maintained by
TzWorld.Backend.DetsWithIndexCache, so it carries that file's cost
as well as its own. SpatialIndex reads the .tzw1 data file
directly and answers lookups from :persistent_term, needing
neither the DETS cache nor a GenServer round trip.
