Resolves a timezone from a coordinate using a DETS file of timezone shapes together with an in-memory index of their bounding boxes.

This backend is deprecated and will be removed in the next release.
Use TzWorld.Backend.SpatialIndex instead.
SpatialIndex reads the .tzw1 data file directly, so it does not
need the separate DETS cache this backend maintains -- a file an
order of magnitude larger than the data itself. It also answers
lookups from :persistent_term rather than through a GenServer
mailbox, so it is faster and has no single-process bottleneck.
